Serving the district as the Assistant Superintendent is Dr. Cathleen Cubelic, who held the same position for the past two years at Wilkinsburg School District prior to joining the Highlands administrative team in August 2019.

Dr. Cubelic began her impressive educational career as a teacher and assistant principal at North Allegheny School District. She was a former assistant principal at Chartiers Valley School District, elementary principal at Hampton Township School District and the Director of Curriculum, Instruction and Assessment at the Midwestern Intermediate Unit.

A graduate of Duquesne University with a B.S. in Elementary Education and M.S. in Administration, Dr. Cubelic earned her Superintendent Letter of Eligibility from Gannon University and her Doctorate in Organizational Leadership from Youngstown State University.

She received numerous awards and recognition throughout her career, including the Pennsylvania Association for Supervision and Curriculum Development (PASCD) President's Award for Distinguished Contributions to Education in 2017 and the PASCD Supervision Award in 2016. Dr. Cubelic worked in partnership with Edulink Inc. in the development of the Pennsylvania Electronic Teacher Evaluation Portal (PA-ETEP), supported the implementation of standards-aligned reporting, led the development of PA Core-aligned Common Assessments, and served as representation on the Every Student Succeeds Act (ESSA) focus group committee.

Dr. Cubelic is excited to support the goals and vision of the Superintendent and the School Board relative to student success by working with the students, staff and community to realize the goals outlined in the "Framing the Future" plan.  “I am passionate about teaching and learning and believe that all students should be provided a rich and meaningful educational experience.  I am eager to bring my experiences and energy to the district and help to further the good things that are happening at Highlands,” she said.

Some of Dr. Cubelic's responsibilities include grant writing, staff professional development, teacher induction and teacher tenure evaluations. She will work closely with Curriculum Coordinator Cathy Russo to oversee curriculum, instruction, reporting academic progress, MTSS and standardized assessment. Dr. Cubelic will also serve as the district's homeschool/homeless coordinator and the safety and security coordinator.

A resident of Glenshaw, Dr. Cubelic’s family includes her husband, Patrick, and three grown children - twin daughters and a son – who all reside in New York City.  In her free time, she loves to travel, read and garden.
