English as a Second Language

In accordance with Highlands School District’s commitment to providing quality educational programs for all students and increasing the English language proficiency of English Learners (EL), the district offers an effective Language Instruction Educational Program (LIEP). The goal of the LIEP is to ensure that EL students develop English language proficiency and achieve academic success aligned with state academic standards.

Highlands identifies, assesses, and provides appropriate instruction to EL students through a comprehensive screening and placement process. Every family enrolling a student completes a Home Language Survey, which helps identify students whose primary language is not English. If needed, students are assessed using the state-approved assessments. Students identified as ELs are provided planned English Language Development (ELD) instruction by certified ESL teachers and receive supports and modifications in all academic areas.

The district’s LIEP is:

  • Aligned with state academic standards.

  • Delivered by properly certified ESL teachers.

  • Supported by content teachers trained in ELD strategies.

  • Evaluated annually for effectiveness based on student outcomes.

Annual English Language Proficiency Assessments (such as WIDA ACCESS for ELLs) are administered to measure growth in reading, writing, speaking, and listening. These assessments are mandatory under state and federal law.

Program Access and Participation: EL students are entitled to equitable access to all educational programs and extracurricular activities. Modifications, accommodations, and ELD supports are provided to help them meet academic standards.

Exiting and Monitoring: Students exit the LIEP based on criteria including proficiency scores on the WIDA ACCESS, academic performance, and teacher recommendations. Exited students are monitored for four years to ensure continued academic success.

Parent and Family Engagement: Highlands values the partnership with families. Parents/Guardians receive timely communication in their preferred language about their child's identification, placement, progress, and program services. Families have the right to opt their child out of certain ELD services after being fully informed. Even if a parent opts out, the district continues to assess the student’s English language proficiency annually and provide academic support as needed.

Special Considerations: EL students may also qualify for Special Education or Gifted Education services based on individual evaluations. The district ensures that English proficiency is not a barrier to accessing these services.
